| 摘 要： | 全球性问题的增多使得国家行为主体之间的国际合作理论与实践都遭遇着全球化时代的挑战。在这一背景下应运而生的全球公民社会,从合作主体、合作层次、合作形式、合作理念等方面展示了一种适应和体现着全球化时代权力多元化、价值多样化、权利民主化等发展需求的新国际合作观。纵使面临着相互关联的独立性、代表性、合法性困境,全球公民社会的国际影响已日渐增强。特别是公共外交理念的兴起和实践的发展,体现出一些国家在全球化背景下实现国家目标和利益的多元化策略调整。因此必须抛弃＂国家中心＂主义的藩篱,注重全球公民社会的发展在当今国际合作、全球治理中的影响。

| Abstract: | The increase of global problems makes the theory and practices of international cooperation between state actors plagued with the challenges of the globalization era.Global civil society that emerged in this context,in terms of cooperation main,the level of cooperation,the form and concept of cooperation,adapts and reflects the new concept of international cooperation in the era of globalization,including development needs of diversification power and value,and rights democratization.Even facing interrelated predicaments of independence,represent and legitimacy,the international impact of the global civil society has been growing.In particular,the rise and development of public diplomacy in both concept and practice shows that a diversification strategy adjustment has been taken by some countries to achieve national goals and interests in the context of globalization.Therefore,it is necessary to abandon the ＂State Centered＂ doctrine,and to pay attention to the impact of global civil society＇s development in today＇s international cooperation and global governance. |
