摘    要:通过对哈尔滨市道外区人力三轮行业的调查发现,该行业具有劳动强度大的特性,从业者以青壮年男性为主且生活水平低,从业者社会归属感和社会安全感普遍偏低。该行业在城市中的存在和发展是一个客观的社会问题,其形成的原因复杂多样,既有历史因素又有现实因素,既能从主观层面分析又能从客观层面解读。人力三轮的历史趋势必定是退出城市公共交通,如何解决失业车夫的出路,妥善安置剩余劳动力,应当是整个社会的责任,应从社会保障、就业政策和个体竞争力等方面对此问题合理解决。

Survey on Living Conditions of Pedicab Practitioners——Take Daowai District of Harbin City for Example
Abstract:By the survey of pedicab industry in Daowai District of Harbin City, the trade has been found to have the characteristics of high labor intensity and young practitioners with poor living standards, low sense of social belonging and security. In cities, the existence and development of this industry is an objective social issue, which are caused by various reasons including historical factors and realistic factors. It can be analyzed both from the subjective level, and also interpreted from the aspect of objective level. In historic trend, the pedicab will surely quit the urban public transport. But solving the unemployed practitioner problem and arranging for the surplus labor should be the responsibility by the society. It should be reasonably solved from social security, employment policy and individual competitiveness.
