| 摘 要： | 民营经济的发展,需要法律制度的确认和保护。随着经济体制改革的深入,民营经济在我国的政治、法律地位逐步提高,发展民营经济的体制条件、政策环境得到了较大的改善。但是,与快速发展的民营经济相比,我国的法律环境建设突显滞后,有的甚至成为民营经济发展的障碍。为引导和支持民营经济的健康和快速发展,我们需要对现有的法律、法规进行清理,按照公开、公平、公正的原则,加快制定相关的法律、法规,优化民营经济的法律环境,给民营经济的发展提供有效的法律保障。

| Abstract: | The development of the non-state economy needs the confirmation and protection of the legal systems.With the deepening of the reforms in economic systems,the non-state economy plays a more and more important role in our political and economic statues.The systematic conditions and policy environment have been greatly improved.But,in comparison with the rapidly development of non-state economy,the development of our legal environment turns out to be backward and some have even become obstacles to the economic development.In order to guide and support the sound and rapid development of the non-state economy,we need to clear up the current laws and regulations.In accordance with the principles of being open,just and impartial,we need to speed up our steps of formulating the relevant laws and regulations and optimizing the legal environment of the non-state economy and providing the effective legal guarantee for the development of the non-state economy. |
