| 摘 要： | 教师是高等学校的主力军。在讲求质量管理的时代，我们要认清教师作为高校质量管理的参与者和管理者的双重属性及其意义。要科学辨析高校内部并存、矛盾着的行政权力与学术权力。只有推进两种权力的民主化变革，质量管理才得以有效地发挥教师主力军作用。

| Abstract: | Teachers are the main force of higher education.We should realize the importance of the dual roles teachers play both as participants and organizers in times of quality control,and differentiate the administrative right and the academic right that coexist and conflict within university.Only when we carry out the democratic reform of those two rights can we effectively give a full play to teachers' role as the main force of education. |
