| 摘 要： | 宪法是公民权利的保障书。第四次宪法修正案的最大特点是围绕如何进一步保障人权来进行制度设计。“人权”概念的首次入宪将推动我国民主宪政事业的重大发展;公民私有财产权的宪法保护成为人权保障的核心内容;社会保障制度入宪则使人权更具制度化保障。

| Abstract: | The constitution is a guarantee book of the citizen right. The biggest characteristics of the constitution revision bill is around for the fourth time how to further guarantee human rights to proceed the system design. The first time of the"human rights"concept will push the important development of the our country democracy constitutional government business into the constitution;The constitution protection of the citizen private possession power becomes the core contents that human rights guarantees; The social security system enters the constitution and enrichs human rights with the institutionalized guarantee. |
