| 摘 要： | 为了开发不断扩展的西部土地 ,美国政府充分发挥行政干预职能 ,采取了一系列有效的措施 ,如招徕移民、低价成片出售或免费派送公有土地、改善交通运输条件、鼓励教育等。美国政府在西部开发中发挥作用的经验和教训值得我们认真总结。
