| 摘 要： | 在宋代，和买是法定的政府采购方式，不是科配。科买是法定的政府征购方式，是科配。科配有合法科配与违法科配之别。合法科配以科买为主要形式，是指发生在官民之间强制的，同时又是等价的特殊交易行为。违法科配是指官府在同民间进行交易过程中所实施的一种违法行为，它同时具备强制摊派和非法盘剥的双重特点。和买原是官民之间的自愿等价交易，但由于诸种复杂因素的促使，官府在进行和买的过程中经常实施强制摊派和盘剥，使得和买在事实上演化为非法科配。

| Abstract: | The Hemai in Song Dynasty was one of the legal ways for government procurement.Kepei was a kind of economic phenomenon in Song Dynasty,which was divided into legal and illegal.The legal Kepei was one of the legal ways for government expropriation by purchase.The illegal Kepei means illicit taxation.To be named as Kepei,only when the Hemai got to the severity degree of compulsive,procurement at low price. |
