| 摘 要： | "入园难""入园贵"以及与之相伴而生的无证办园现象业已成为当今中国学前教育市场一块久治不愈的顽疾。无证幼儿园的屡禁不止,与当前我国公办学前教育资源严重短缺、外来务工人员与城市低收入家庭对学前教育的需求日益增长密切相关。在政府监管与民办幼儿园无证经营之间存在着博弈。为降低民办幼儿园无证经营的动机与概率,一味取缔是不符合现实需要的,也是被实践证明无效的,相反政府应降低办园门槛或给予资助,降低办园成本,促使无证幼儿园积极朝规范化的方向发展,同时加强监管,对办学条件太差、教学质量低劣的无证幼儿园加大处罚力度,对发生事故者不仅要追究刑事责任,而且要对监管部门的监管不利给予一定的行政处罚,最终彻底清除无证办园行为。

| Abstract: | Unlicensed kindergartens have become a chronic disease of the preschool education market in China.In the view of the current situation of unlicensed kindergartens,the author at first analyses the reasons of the long existence of such kindergartens.Then the author points out the optimal regulation model that pushes the normal operation of unlicensed kindergartens.Lastly,according to the analysis,the author concludes that we should adopt lowering the threshold of running kindergartens rather than banning them.Only in this way,can we bring them into the normal supervision system and make them safe childhood education places where people could manage and perform their own duties.It is the fundamental solution to guarantee the preschool age children to receive the basic education. |
