| 摘 要： | 美国教育的普及和均等化政策主要是以公共资金的大规模投入来确保初等和中等教育的普及;逐步减少公共资金投入在高等教育中的比重,同时鼓励私人投入来支持高等教育。韩国的做法主要是政府资金重点保证教育的均等化,私人资金重点保证教育的普及和效率,利用市场机制来保证资源的合理配置。教育的不均等是导致收入不均等以及生产效率低下的一个重要因素。目前中国解决由教育不均等引起的收入不均等的问题的关键并不是要不断提高公共教育开支占GDP的比重,而在于制定有效的调动私人资金进入教育领域的政策。

| Abstract: | American education carries out its policy of universalization and equalization by investing large-scaled public fund to guarantee the universalization of primary and intermediate education,gradually cutting off the proportion of public investment and encouraging private investment in higher education.South Korea takes advantage of market mechanism to reasonably distribute educational resources,using governmental fund mainly to guarantee equalization in education and private fund to assure universalization and efficiency of education.Inequalization in education is an important factor leading to low productive efficiency.Nowadays,the key to inequalization in income caused by education in China is not to steadily renew the proportion of educational expenditure in GDP but to introduce the relevant policy to effectively encourage private investment in education. |
