义务教育均衡发展评估指标与标准的制订

摘    要:义务教育均衡发展要遵循平等原则、差异原则和补偿原则,义务教育均衡发展有着对公平和质量的双重诉求,但现有指标体系不能反映义务教育均衡发展的新要求,亟待改进。设计义务教育均衡发展评估指标体系和标准,应增加教育过程指标,完善教育质量指标,要考虑省、市、县均衡发展标准的共性与差异,同时要根据均衡发展的不同阶段设立不同的标准基数。
