| 摘 要： | 政策理论和实践证明，社会结构，社会体制类型与公共政策选择之间密切关联，随着当代中国由传统农业社会向现代工业社会、高度集中的计划经济体制向社会主义市场经济体制、封闭型社会向开放型社会的转型，需要我们对公共政策进行重新定位，确立发展，效率和公平的价值取向，建立以利益协调为基础的政策机制。

| Abstract: | The policy theory and practice has proved that there is very close relation between the social structures,types of social systems and the selection of public policies.With the transformation from the traditional agricultural society to modern industrial society,from highly centered planning economic system to socialist market economic system,from the closed type society to the open type society in modern China.We need to relocate the public policy,to establish the value orientation of the development,efficiency and equality to build a policy system based on benefit adjustment. |
