| 摘 要： | 素质教育是一种旨在促进人的素质发展、提高人的素质发展质量和水平的教育活动。它首先是一种教育活动，人的素质是一个以人的社会实践特别是以劳动为基础的教育过程、社会过程和历史过程综合运动的结果。素质教育是一种教育思想，一种教育理念．而不是一套具体的教育方案，应具有时代特征。

Man's quality is the result of comprehensive motion of edu-cation process, social process, and history process based on man's social practice, especially based on labor.Quality education is a kind of education thoughts, a kind of education idea, not a set of concrete educationscheme. It should have the features of the age. |
