| 摘 要： | 科学发展观是有中国特色社会主义理论体系的重要组成部分,其间隐含的是"历史尺度"和"人的尺度"这两大判定科学发展的标准。"历史尺度"和"人的尺度"是辩证统一的,二者共同构成了科学发展观的基本特质。其中,发展是"历史尺度",它的确立标准体现在:又好又快的发展,可持续的发展,全面协调的发展,以及技术创新推动的发展。"以人为本"是"人的尺度",它的确立标准体现在党政机关服务意识的树立和权力制约监督机制的完善,与民生问题相关的社会事业的建设,以及社会主义核心价值体系的有机建构。
