| 摘 要： | 失地农民作为养老风险最大的农民群体,应当为其建立起福利诱导型储蓄积累模式的养老保险制度.在遵循不保不征和即征即保两大基本原则下,文章从参保对象、资金来源、个人帐户、储备基金、给付机制等方面进行模式设计并进行了模拟测算.

| Abstract: | Landless peasant's old-age risk exposure is the maximum in all peasants,so a welfare attraction fully funded endowment insurance mode should be established for them.Endowment insurance for landless peasant should follow two principles which is no insurance no land confiscation and insure the peasant once they lose land.This paper designs the mode from several aspects including insure objects,funds resource,personal account,reserve fund,payment system and gives out a stimulation calculation at the end. |
