| 摘 要： | 拖欠教师工资是围绕西部不少地方，尤其是西部老，少，边，穷地方人们的老大难问题，通过此次调查及分析研究，具体表现为：托欠工资范围广，时间长，影响大，且一时难以完全解决，老处理得不好，将成为制约西部地区教育发展的一大障碍。

To be a wide range and a long time and the extentive effect is the concrete exhibition.Furthmore,this condition is hard to be solved in a short time. |
