摘    要:地方教育立法过程一般分为提案、审议讨论、通过、公布等几个阶段.每个阶段都应遵守相应的程序,考虑各方面的利益.在地方教育立法过程中,除了地方政府、地方人大、教育机构及学校团体外,其他新闻媒介、利益团体、利害关系人、专家学者及民众意见等都可能对教育立法过程产生影响.除此之外,还应注意一个现象,即各个省市之间教育立法的协调问题.区域间的立法协调可以通过两个途径加以解决,一是进行联合立法,二是联合制定规章.

Study on Regional Legislation of Education and Related Factors

Abstract:The process of regional legislation of education is generally divided into proposal, deliberation, approval and announcement. Appropriate procedures should be followed in each stage and interests of related parties should be considered. Local governments, local People's Congresses, educational institutions and school groups surely affect the legislation. Interest groups, stakeholders, experts, scholars and public opinions may also have an impact on the regional legislation of education. Furthermore, educational legislation in different provinces and cities should be coordinated. Two methods could be applied to coordinate educational legislation among regions : joint legislation and joint regulations.
