| 摘 要： | 黑龙江省大众滑雪旅游业已得到迅猛发展，而如何能在“低碳”环境下实现黑龙江省大众滑雪旅游业可持续发展是需要亟待解决的问题。通过分析，总结出黑龙江省大众滑雪旅游业存在政府监管不力，开发缺乏统一规划；滑雪场的滥建严重破坏了黑龙江省生态环境；公民低碳环保意识淡薄等现状。并有针对性地提出加强政府低碳环保标准体系建设，构建政府、市场、企业三级监管体制；合理开发、建设大众滑雪场地，贯彻生态文明的体育发展理念；加大宣传力度，倡导公民的低碳环保意识等发展对策，以期为政府相关部门提供有价值的参考和借鉴。

Current Situation and Development Countermeasures of Mass Skiing Tourism in the Low Carbon Environment in Heilongjiang Province |

| Abstract: | The mass skiing tourism in Heilongjiang province has a rapid increasement, but how to realize sustainable development of mass skiing tourism in Heilongjiang province in the low carbon environment is an urgent problem. Through analysis, the paper summarizes that the mass skiing tourism in Heilongjiang prov- ince exists the current situation as follows： the government has a slowly supervise, development lack of uni- fled planning, overbuilding ski resorts seriously and the low carbon environmental consciousness damage the ecological environment in Heilongjiang province of citizens is weak. And in order to provide valuable refer- ence for the government correlation department, the paper also puts forward some development countermeas- ures to strengthen the low carbon standard system construction of government, build three levels of supervi- sion system of government, market and enterprise, rationally develop and construct mass skiing resorts, carry out the ecological civilization developmental theory, enhance propaganda and advocate the low carbon envi- ronmental consciousness of citizens. |
