| 摘 要： | 培植地方财源,促进财政收入的增长,一直是地方各级政府所要解决的重要问题。地方财力来源的结构,对地方财源建设的思路有很大影响。针对天水市财源建设情况的调查,就天水市财政现状、存在的问题进行分析探讨,天水市财源建设应从搞活国有企业,发展特色农业,支持个体、私营经济的发展及壮大旅游业、服务业入手,严格税收征管,加强财政监督,增加财政收入总量,调节财政收入结构,走具有本市特色的路子。

| Abstract: | Building up local financial resources and increase financial income are important problems for financial income are important problems for local governments at different levels to solve, The structure of local financial resources have great influence on the idea of local financial construction. The financial construction of Tianshui should be started with in following ways: to stimulate state enterprises; to support agriculture with distinctive features; to stand behind the development of the individual and private economy; to strengthen the tourism and service trades; to be strict with taxed collection; to tighten financial control ; to increase the total number of financial income; to adjust the structure of financial income |
