| 摘 要： | 版权问题已经成为数字图书馆建设中不可回避的法律因素。本文分析了数字图书馆中的数字资源建设和网络化服务中所涉及到的版权关系,总结出数字图书馆的版权利用三原则,在此基础上,提出了充分利用合理使用与法定许可、建立适当的网络传输权、确立公共借阅权、完善著作权的集中管理等数字图书馆版权保护的一些建议。

This paper discusses the right of works' digltalizatlon, the problem of network transmission, the copyright protection of database. Then introduces how to avoid the copyright violation in developing digital library. At last , the author raises some suggestions.</td>
