| Abstract: | To take the reform of the state-owned enterprises to a further level requires the establishment of the modern enterprise system, in which the property right relationship must be clear and definite. To establish the modern enterprise system, in which the ownership is clear, the rights and responsibilities are definite, the protection is strict and the flow is smooth, is the only way out for the reform of the state-owned enterprises. |
