| 摘 要： | 我国东西部的发展差距主要是市场化制度变迁进程的区域非均衡导致的。体制转型进程的区域差异与区域发展的差距具有高度的一致性。促使区域差距收敛的首要选择,就是加速中西部地区市场化制度变迁进程和全国市场一体化进程,改变体制转型在东西部的均衡状况,提高落后地区利用市场和发展机会的能力。政府区域调控的重点首先是保证开放和改革政策在各区域的均等,对落后地区应该更优惠。

| Abstract: | The gap between eastern and western China was mainly caused by the regional imbalance in the course of evolution of the marketing system. As a result,there is a high-degree harmony between regional imbalance in the course of transformation of the system and the development gap between regions.Balance between eastern and western China in vigorously promoting transformation of the system should be the best policy to enhance the course of transformation of marketing system in central and western China and of integration of the national market,narrowing the existing gap between the regions and bettering the capacity of backward regions in market use and development.Accordingly,the focus of government adjustment and control should be laid on assuring balance in its opening and reform policies by making preferential arrangements for backward regions. |
