| 摘 要： | 在人权体系中,基本人权的提出、形成、发展和不同时期类型的固定化,是至关重要的价值取向;随着现代国际人权运动的勃兴所带来的基本人权各种态势发生的变化,必须澄清与基本人权相区别的相关概念,以便将基本人权作为切入点,重视确立基本人权获得优先保障的地位.尊重和保障弱势群体的基本人权充分体现了一切人权的本质,必须从立法、政策和实践积极推动当今各国基本人权化和国际人权一体化的进程,最终为实现和谐社会和世界大同打开通道. |
