| 摘 要： | 《公共图书馆法》立法工作2008年11月正式启动。立法支撑研究共涉及了11个专题。本次立法显现的特点主要是:把公共图书馆事业纳入公共文化服务体系;公共图书馆设置以逐步形成设施覆盖体系为导向;经费保障以满足公共图书馆免费提供基本服务的需求为原则;人员保障重点关注优化数量与结构以及建立准入制度;强化读者权利保障和读者个人信息保护;对近年来图书馆服务和运营中出现的若干热点问题做出了回应。
