| 摘 要： | 受国际金融危机的影响，出口导向型增长模式举步维艰，国家把扩大内需作为经济复苏的主要宏观政策，但出现了以政府为主导的投资过大的局面，投资消费结构不合理，有效需求不足。虽然国家采取了一系列刺激消费的措施，“两高一低”的结构并没有从根本上得到扭转。扩大消费需求就成为当前最主要的经济任务之一。文章在分析当前消费率过低的影响及其制约因素后，提出相应的政策建议，重点指出保持旺盛消费需求的着眼点在农村。

| Abstract: | Export-oriented growth is suffering from the aftermath of the current international financial crisis. Therefore, expanding domestic demands becomes the main macroscopic policy for the national economic recovery. But there remain problems of government-led investment, unreasonable construction of investment and consumption and insufficient effective demand. In spite of a series of measures to stimulate consumption, the structure of ＂Two Lows and One High＂ remains the same basically. As a result, expanding consumption demands is still one of the most important economic tasks. The article first analyses the influence and restrictive factors of the current low consumption rate, then puts forward suggestions like focusing on the rural consumption demands. |
