| 摘 要： | 为了摸清中国建设全球科创中心的基础和短板,基于城市群视角,将中国三大城市群与国际三大湾区进行对比后发现,与世界三大湾区相比,中国京津冀城市群、长三角城市群和粤港澳大湾区三大城市群在经济增长性、创新资源集聚和科技成果数量等方面已经形成一定的比较优势,但在经济发展质量、原创性能力、顶尖高校院所、企业的领先性水平和开放性的创新生态等方面仍存在一些短板。基于此,提出了新时期中国建设全球科创中心的战略举措。

| Abstract: | Compared with the world''s three major Bay Areas, China''s Beijing-Tianjin-Hebei urban agglomeration, the Yangtze River Delta urban agglomeration and the Guangdong, Hong Kong, Macao and Dawan Districts have formed a certain number of economic growth, innovative resource agglomeration, and scientific and technological achievements. Comparative Advantage, but in the quality of economic development, originality, the leading level of colleges and universities and enterprises, and the open innovation ecology. There are also some shortcomings in terms of aspects. In this regard, China should seize the strategic turmoil of the fourth scientific and technological revolution, promote the establishment of a central overall planning, local leading and promoting work mechanism, major projects, major bases to prioritize the layout of science and technology innovation centers, and further strengthen the basic research and application of basic research system deployment, Intensify efforts to cultivate a number of innovative entities with strong innovation capabilities, support science and technology innovation centers to vigorously promote the construction of international innovation and ecology, and study and formulate the evaluation index system of science and technology centers. |
