论我国教育督导制度的价值转向

摘    要:从1977年邓小平提出重建教育督导制度的构想和建议到2012年《教育督导条例》的颁布,我国教育督导制度经历了30多年的发展。基于政策文本的分析可以发现,我国教育督导制度呈现出从"工具"本位到"人"本位、从"效率"到"公平"、从"单一"到"多元"的价值转向。在教育督导的未来发展中,应发挥督导机构的独立职能,加强督导队伍的能力建设,实施个性化的教育督导方式。

Abstract:The education supervision system in China has experienced 30-year development, since Deng Xiaoping put forward the ideas and suggestions of the reconstructing of education supervision system in 1977 until the year 2012 when the education supervision regulations were promulgated. Analysis of the text of the policy reveals that China's education supervision system can be seen in the value diversion such as from "tool-based" to "person-based", from "efficiency" to "fairness", from "single" to "multiple". In the future development, China should perform the independent functions of the supervision mechanism, strengthen the ability construction of the supervision team, and implement customized education supervision mode.
