| 摘 要： | 公民教育是现代民主政治的基础,也是一个国家真正强大的必要条件,这已经得到世界发达国家的实践检验。但是在中国,公民观念是舶来品,深植于国民意识之中的是臣民观念。由臣民意识向公民意识转变,是中国近现代政治观念发展中的一个基本问题,同时也是一个极为复杂和困难的过程。本文从我国公民教育在实践中所面临的困难谈起,对公民教育的理论与结构进行了分析,提出应建立我国的公民学,要目标明确地按照步骤和阶段培育现代公民。
