| 摘 要： | 西部要在相对短的时间内缩小与东部的发展差距．完成工业化，实现信息化．除了走跨越式发展道路别无选择。而加强生态建设在西部跨越式发展中具有特殊功能。加强生态建设．是实现可持续跨越式发展的前提，是通向生态文明的捷径，关乎国家安全，涉及社会稳定。加强生态建设与西部跨越式发展是内在统一的。只有走兼顾生态效益与经济效益的发展道路．才能实现真正的跨越式发展。

| Abstract: | The western parts of china have to break paths of development in order to narrow the gap with the eastern, and to realize the industrialization and information in a relatively short period. The ecological construction will play a special role in the progress. It is the essential prerequisite to realize the surpassing mission, and then make it possible to shortcut to ecological civilization, which may affect our country's safety as well as social stability. The two factors are in perfect harmony. Consideration must be given to both the development of ecological and economical benefits, by which the surpassing mission would be fulfilled actually. |
