| 摘 要： | 近年来，公共图书馆积极推广全民阅读活动，取得了一定成果，然而全民阅读率低、全民阅读活动效果不佳、全民阅读宣传方式被动等问题凸显。图书馆联盟是全民阅读活动的倡导者、组织者和实施者，为成员馆提供交流平台，促进协作，谋求共同发展。基于图书馆联盟的公共图书馆全民阅读推广应成立联盟阅读推广委员会，制定联盟阅读计划，建立联盟阅读推广长效机制，开展持续高效的全民阅读推广活动。

| Abstract: | In recent years public libraries actively promote nationwide reading campaign with some achievements, but problems remain： nationwide reading rate is low, the effect is unsatisfactory and the promotion is passive. On the other hand, library consortia is the advocator, organizer and executor of nationwide reading, providing a platform for exchange, promoting cooperation between members and seeking common development. The nationwide reading campaign based on library consortia of public libraries should set up a nationwide reading promotion committee to develop reading programs, establish sustainable reading promotion mechanism, and carry out efficient nationwide reading promotion activities. |
