| 摘 要： | 开放大学是国际高等教育和终身教育发展的重要形式。办好开放大学是适应高等教育从大众化到普及化趋势、适应全民学习终身学习需求的重大战略举措,是国家目标、国家战略和国家行为。从广播电视大学到开放大学是一次战略转型,是广播电视大学功能的转变、丰富和提升,应明确开放大学建设的战略定位与发展思路、确立总体框架和办学模式、完善发展战略和政策保障。
