| 摘 要： | 减轻农民负担,是增加农民收入最直接、最有成效的办法。怎样才能真正减轻农民负担?仅仅取消农业税是不够的,还必须全部取消农民所承担的各种费。要完全取消农民税费,则必须创新农村管理机制,当务之急是裁撤乡镇政府!这是下活"三农"这盘棋的"手筋"。

| Abstract: | To alleviate farmers'burden is the most direct and effective way to increase farmers'in- come.How to alleviate farmers'burden indeed? Only canceling the farmers'exactions is not enough,the government should cancel the farmers'exactions in a thorough way.Thus the government should innovate country management structure,the most important measure is to withdraw governments of villages and towns,which is the very key to solving the"San Nong"problem.This essay will analyze the reason for and feasibility of canceling farmers' exactions and withdrawing governments of villages and towns. |
