摘 要: | 《国家中长期教育改革和发展规划纲要(2010-2020年)》的政策制定过程是有中国特色公共政策制定过程的体现。《规划纲要》的政策过程清晰地展示出党和政府政策决策的内输入、多路政策精英的联袂决策以及群众路线与民意的广泛深入等特点。《规划纲要》过程的行动意义在于,它展示了党和政府的执政新理念,充分彰显了政策过程中的求真与创新。
