| 摘 要： | 新机制后农村义务教育在加大中央和省级政府财政支持力度的同时,尚未改变低重心的政府间投入格局;在明显增加教育经费的同时,却没有相应地提高教育质量;在城乡经济社会发展一体化的战略形势下,仍采取城乡分治的发展机制。新机制承载的政策目标与实际运行效果之间的差距,凸显新机制的制度缺陷;新机制后农村义务教育制度安排与城乡一体化内在发展秩序的不适应,导致新机制的不稳定性。因此,须在宏观体制和微观治理方面深化改革,实现农村义务教育发展机制向城乡一体化转型。
