| 摘 要： | 我国大部分高校采用的是科层式管理体制，这种管理体制对于提高高校的管理效率曾经发挥过积极的作用。但是，随着社会进入21世纪，科层式管理体制的弊端越来越明显。已不能适应高校的发展，有必要对其进行反思和改进：简化组织层次，提高运转速度；下移管理重心。放在院系一级；将行政权力与学术权力适当分离。

| Abstract: | Most Chinese universities have adopted the hierarchical management system, which used to play a positive role in improving the management efficiency. But with the advent of the 21st century, such a system is becoming increasingly unfit for the higher education development in China. Therefore, it is necessary to improve it in the following ways: simplifying the hierarchy and speeding up the operation; placing the central management on the college level; adequate separation between administrative power and academic power. |
