| 摘 要： | 从1999年开始试点的退耕还林工程是目前国内涉及面最广、政府投入最多的公共管理项目。工程的实施取得了一定的成绩,但是也存在一些问题,制约了工程的可持续性,其中工程的目标瞄准性是制约工程可持续的主要原因。本文使用中国人民大学农业与农村发展学院2005年对西南退耕还林地区进行的农户抽样调查数据,运用 logistic 模型分析退耕还林工程目标瞄准性问题-即退耕地块是否符合现行的国家退耕还林标准;在评价目前我国退耕还林地块选择标准的基础上,提出符合我国国情的退耕还林地块选择指标体系、评估方法。

| Abstract: | Massive sloping land conversion(MSLC)program in China is one of the biggest government sponsored and managed projects.Although many achievements have been reached,some challenges still exist.Using data from a sur- vey of 2005 rural households in Beichuan county,Sichuan province,we carried out analysis of the targeting of the project (whether the farmlands involved in the project meet the criteria of MSLC)by logistic regression models.Based on the results from our analysis,the targeting of the project turned out to be not very specific.Therefore,we proposed an effec- tive farmland selection index system for the MSLC program in China. |
