| 摘 要： | 健全和完善的乡村治理体制对建设社会主义新农村具有十分重要的意义。当前我国乡村治理体制主要存在以下问题:公共财政体制存在缺陷、乡政村治管理失范、村民自治机制有待健全、农民政治素质亟待提高等。为此,需改革我国乡村治理体制,在充分发挥基层党组织领导核心作用的基础上,通过改革公共财政体制,统筹城乡发展,整合乡村关系,健全村民自治机制,积极推动社会主义新农村建设。

| Abstract: | Perfecting rural administration system is of great significance to the construction of new-type socialist coutryside.The following problems exist in the current rural administration system:There are defects in public financial system;There exists nonstandard rural administration;The mechanism of villagers self-government needs perfection;Peasants' political quality needs rapid improvement.Therefore,we should reform our rural administration system and push actively the construction of new-type socialist countryside by means of reforming public finance system,planning rural and urban development as a whole,integrating rural relations and perfecting the mechanism of villagers self-government on the basis of the leading role of the party organizations at the basic level. |
