| 摘 要： | 本文通过对法律作为资源的理论阐述,以及法律资源配置在区域性社会发展中的意义的分析,就西部开发中建立法律资源合理配置的重要性、可行性以及资源配置中的侧重面等问题进行了初步探讨。文中强调,在西部开发中建立法律资源的合理配置,实现从政策调整向法律调整的转变,是西部区别于东部沿海地区开发的重要标志;这种转变不是社会资源配置的形式需要,而是社会发展的质的规定。

| Abstract: | In this paper,through the theoretical explanation of regarding law as a resource and the analysis of the significance of legal resource allocation in regional social development,the author explores the importance,possibility and key points of reasonable legal resource allocation in western development of China.The author emphasizes that reasonable law resource allocation in western development of China and transfer from policy adjustment to legal adjustment is just the important sign,which differentiates the western development of China with eastern development of China.Moreover,this change is not the formal requirement of social resource allocation,but the quality regulation of social development in essence. |
