| 摘 要： | 从迎接知识经济和信息经济时代着眼,说明大力开发人力资源并从根本上转变人才观念以支持西部地区经济健康持续发展的重要性以及在人才观念转变基础上的教育体制创新的重要意义。研究西部大开发中的人力资源开发整体战略及思路,应该特别注意的是以依靠自身力量内生人才为立足点,结合外引和留用人才,完成西部地区人力资本的积累。
