| 摘 要： | 在探讨新疆人口质量现状及其存在的主要问题的基础上，指出新疆人口质量现状对社会经济发展的影响与大力开发新疆人力资源对新疆经济发展的利弊，认为人力资源是现代经济资源中最核心的资源。而新疆在这一方面投入不足，从而导致新疆经济发展的缓慢，为解决这种现状，提出了有效利用和开发人力资源应采取的对策。

| Abstract: | This paper examines the current situation of the population quality and inquires into the essential existent problems in Xinjiang ,points out the influence of the present population quality upon the social economic development in Xinjiang and finds the full development of human resources to the advantages and disadvantages of economic development in Xinjiang .It holds that the human resources are the core of the present economic resources.But there is a deficiency in human resource input in Xinjiang ,and there fore the economic construction is making slow progress.It brings forth measures aimed at making effective use and attaining the full development of human resources . |
