| 摘 要： | 改革开放以来,特别是20世纪90年代以来,我国城镇职工下岗、失业和农村就业不足的问题日益凸显。2002年9月,中共中央、国务院召开全国再就业工作会议,首次提出实行“积极的就业政策”。党的十六大又提出,就业是民生之本,并第一次明确地把“充分就业”作为全面建设小康社会的目标
