| 摘 要： | 秦奉法家之“明主治吏而后治民”为圭臬,通过严密的秦律规定,突出官吏的各项行政职能,明确官吏的种种行政责任,同时赋予官吏准确而严肃的行政权力范围,构成了有秦一代自成体系的官吏岗位责任制度,对后世影响亦是深远。
