| 摘 要： | 建国初期,生产事故频繁发生,既与生产观念存在偏差有关,又与生产设备不良相联。党和政府采取了一系列安保措施,颁行安全法规,改善生产设备,同时注重对企业管理者和劳动者进行安全生产的宣传和教育,并进行合理化建议运动,从而使得工业事故急剧减少,真正实现生产与安全的同一。工业灾害虽然无法完全避免,但却可以大大降低发生频率和损失程度。

| Abstract: | At the beginning of the new nation’s establishment, production accidents frequently oc-curred. It was both caused by the difference between ideas of production and the poor production equipments. The government had adopted a series of safety measures like enacting safety laws and regulations, improving the production equipments. At the same time, they paid attention to the publicity and education of enterprise managers and workers. They carried out rationalized proposal movement, which substantially reduced pro-duction accidents and guaranteed that production went well with safety. Although they could not avoid indus-trial disasters completely, they could significantly reduce the frequency and the loss. |
