| 摘 要： | 民国时期土默特旗财政收入日益缩减，财政支出不断膨胀，入不敷出现象严重，其财政几乎到了崩溃的边缘。民国时期土默特旗财政虽属“自收自支”性质，但“自收不自主”、“自支无可支”的财政收支状况，严重地制约了当地社会经济的发展。

| Abstract: | During the period of the Republic of China （ 1912 - 1949）, the financial revenue in Tumd Banner had increas- ingly decreased and the financial expenditure swelled. The severe problem of the revenue falling short of the expenditure had pushed the finance on the edge of collapse. At that time Tumd Banner had administered the expenditure of its revenue by itself. However, the dependent and deficit finance had severely restricted the social and economic development in this region. |
