| 摘 要： | 与以往的谣言相比,网络谣言的传播范围更广、影响更加恶劣,其不仅危害到了造谣对象的工作与生活,欺骗了广大网民,引起社会恐慌,也威胁到了社会的安定与团结,因而有必要对如何规避网络造谣的危害及风险进行探讨。针对其所带来的各种危害与风险,需要从完善法律法规、加大网络伦理的宣传力度、增强他律与自律、使用信息过滤技术等技术手段及架构行之有效的网络伦理规范等角度出发来实现将网络造谣事件的出现概率最小化。

| Abstract: | Compared with the previous rumors,the network rumors spread wide and have odious impacts. It not only does harm to the life and work of the rumor objects,cheats the internet users,and causes social panic,but also threatens the stability and unity of the society. In this sense,it is necessary to analyze and discuss how to avoid the hazards of the network rumor. On the basis of this situation,this paper gives the relevant measures from five aspects,hoping this study can give some implications to effectively curb the occurrence of the network rumor event. |
