| 摘 要： | 西部开发法制化是实施西部开发战略的必然选择和基本形式。由于西部地区地域辽阔，各地自然条件和生态环境存在着巨大的差异，因此西部开发必须重视地方法制建设，构建一个符合西部开发需要的完善的法律制度。只有这样才能有效地保障西部地区的经济建设和发展。

| Abstract: | The legalization of Westward development is an inevitable choice and basic form in implernenting the strategy of westward development.Due to the vast territory and the great regional diversities in natural and ecologic environments in the westward regions,westward development calls for a complete regional legal system in line with its actual condition.only so can the economic development be insured in the west ward regions. |
