| 摘 要： | 本文利用中国1997-2007年29个省(直辖市、自治区)的面板数据实证分析了环境规制对中国三类技术创新能力的影响,结果表明,环境规制对我国技术创新没有显著的正影响。环境规制必须要与一定的人力资本相结合才对技术创新有一定的推动作用,其中,对东部、中部技术创新能力的提升有显著的促进作用、对西部区域几乎没有影响。本文详细分析了环境规制对中国技术创新能力提升作用存在区域差异的原因,并就如何扩大环境规制对区域技术创新能力提升的促进作用提出了相应的对策建议。
