| 摘 要： | 立足于多项政府网站信息资源保存实践，总结目前政府网站信息资源保存面临的众多挑战，包括技术、保存模式、合作模式、法律与政策、资金与人员方面的挑战。针对亟待解决的种种挑战，提出一套系统化的整体解决方案--政府网站信息资源保存体系；并详细论述保存体系中的四大要素：保存客体、保存主体、保存策略与保存目标，最后对保存体系实施所必需的保障机制进行简要介绍。
