| 摘 要： | 认为信息化测度的实质是测度一个国家或组织的信息能力。提出核心信息能力的概念，认为现时代的核心信息能力是基于ICTS的核心信息能力，并从劳动工具、劳动对象、劳动者等方面讨论核心信息能力的要素，以及核心信息能力在个人、组织、国家三个层次的应用。
