我国社区教育政策演进历程及蓝图走向

摘    要:社区教育政策作为社区教育的顶层理念设计,指引规划我国社区教育办学实践。自1978年以来,我国社区教育政策总体上经历开创与摸索、调整与发展、丰富与深化等三个阶段,呈现出“与时俱新”“稳中有进”的政策格局。新时代,这一政策的蓝图走向应该是对症社区教育发展瓶颈、丰富社区教育价值取向、拓展社区教育内涵外延、整合社区资源常态运作,从而完善新时代中国特色社会主义社区教育政策的逻辑框架,最终希望朝着社区教育立法方向过渡,引领推动社区教育蓬勃发展。

Abstract:Community education policy,as the top-level concept design of community education,guides the practice of community education in our country.Since 1978,Community education policy has generally experienced three stages:creation and exploration,adjustment and development,enrichment and deepening,showing a policy pattern of“advancing with the times”and“steady progress”.In the new period,the blueprint of this policy should aim at the bottleneck of community education,enrich the value orientation of community education,expand the connotation extension of community education,integrate the normal operation of community resources,so as to further improve the theoretical framework of community education policy in the new socialist period,and finally achieve the transition to community education legislation,so as to lead and promote the vigorous development of community education.
