企业家能力、个人财富与核心雇员的创业

摘    要:核心雇员掌握着企业的核心资源,创业的成功率很高,且创业企业成长良好,因此核心雇员创业已成为一种重要的创业形式。但相关的理论研究却并未得到学界的重视。分析核心雇员的创业机理及影响因素将有助于政府建立有效的创业政策,有助于探究繁荣我国创业活动的有效途径。现有研究大多假定劳动力市场是完美的,通过比较创业前后雇员生产效率的变化,来推断雇员的收入变化,从而解释雇员的创业选择行为。但现实社会中,雇员市场特别是核心雇员的劳动力市场并非完美,分配制度也影响着雇员收入。考虑了分配因素的核心雇员创业模型表明:在工资结构被压缩的条件下,核心雇员通过创办企业,能够完全获得自身创造的租金,创业活动更多表现为一种分配制度上的改进,而非生产效率上的考虑;企业家才能、个人财富都将制约核心雇员的创业活动;企业家才能越高,所需的创业资金将越少。因此,要进一步推动创业活动的开展,就必须建立完善企业家才能培训机制,促进创业者之间的创业经验交流,以提高雇员的企业家才能;逐步放松金融市场的进入管制,促进金融行业的竞争;建立完善的个人、企业信用机制;大力培育创业担保中介市场,降低核心雇员获得创业资金的成本。

Abstract:Core employees command the key resources of enterprises and have a high probability of success;therefore en- trepreneurial choice of core employees has become an important form of entrepreneurial activity.However,the relevant theo- retical study so far has not entered into the attention of the academic world.Most researches start from the hypothesis that the employee labor market is perfect:they infer the employees' income changes and their entrepreneurial selection behaviors by comparing their production efficiencies with their entrepreneurial priority.Yet in reality,the employee market,particu- larly the core employee labor market,is far from perfect;the allocation policy also plays a role in affecting employees' in- come.The present paper,accordingly,analyzes the core employees' entrepreneurial models of the allocation factors,which shows that entrepreneurial activities indicate more improvement in allocation policy,but not in production efficiency.Other factors,such as entrepreneurs' talents and their household wealth,also constrain the core employees' entrepreneurial activi- ties;in fact,the more the entrepreneurs enjoy their talents,the less capital they need.Therefore,to enhance entrepreneurial activities must observe a perfect training mechanism for entrepreneurs' talents and promoting the chances for experience ex- changes.Meanwhile,there should have,gradually,less control over the financial market for financial competition.There should also be set up a perfecting mechanism for personal and enterprise credit.The intermediate market for entrepreneurial assurance should be pervasively fostered for reducing the total cost of the core employees for obtaining entrepreneurial cap- itals.
